Direction is controlled by internal wiring.
First, stomp on the pedal. STOMP.
Then check battery cable connections. Those replacement $1 ends that clamp on are NFG. buy new cables for $6 each.
Stomp again.
First thing I would do is disassemble the starter switch for cleaning, without removing the starter. Its that little steel cove that the battery cable goes to, wtht he spring plunger that the foot lever hits. No, wait, first push the plunger directly, see if the starter spins without engaging the engine.
