Ignition keys don't provide power to starters even in modern vehicles. Their wiring isn't heavy enough. They actuate relays that shunt power.
Modern ignition systems actually mirror that in your PW in more sophisticated fashion. You have a heavy hot cable to the starter with full battery power at all times. When you step on the start pedal it essentially trips a switch that activates the starter. Modern systems use various lower amperage relays to accomplish the same thing. (a gross oversimplification.)
Starters are simple. Hot/Ground/Switch. To trouble-shoot your starter begin with the most simple explanation. Check for full battery voltage at the hot post. If you have full voltage and the foot switch seems to be operating properly, and you still have no action, pull the starter and bench test it(remember positive ground.) If it works on the bench, then clean up all the contacts, lubricate, and reinstall making sure you have good clean ground and a good cable from the battery.
