Mainly because of heat. Shocks fail because hydraulic fluid loses it's ability to maintain pressure under heat, brakes put out 100's of degrees more heat than shocks.
I know that some forklifts use one type of hydraulic fluid for the lift, auto trans and brakes, but I've never seen the rotors on a forklift glowing red... ;)
