Might be a problem in the master cylinder. There is a small relief port drilled in the bore of the master clinder. It is very small. It is intended to allow brake fluid to return to the reservoir when you let off the brakes. I had the same problem and thought the wheel cylinders were bad. Cracked the lines at the wheels and got pressure. Chased it for a whole summer. Took the master apart and found it crudded up. Installed a new MC and the problem went away.
