No voltage at lift pump lead

I have a 2001 Cummins powered Ram with the 24V engine. I am not getting a voltage at the end of the lead that is intended to power up the lift pump. Has anyone here had that problem? If so, how did you solve it?

Apparently the voltage comes from the ECM, and not some relay.

I don't want to buy an ECM just to see if that is the problem.
