By all indications I have it is the ECM. That from the service manual wiring diagram. It seems odd to me [as I would expect what you are saying here to be the likely reality], but that is also what I get from turbodieselregister.

Don't misunderstand me, I would love it if there was a fuse or relay causing this and I could find it! :-)
