I would think the easiest way to verify the signal from the ECM will be to test for the ECM signal at the fuel pump relay.
You should be able to remove the relay and probe the pins. One will be the trigger signal from the ECM to activate the relay.
Many times the ECM controls the ground path, so you won't see 12V at the line from the ECM. You'll have a 12V feed and the ECM will just complete the circuit to ground. So you may need to test it using the ohm function of your meter. This will also help you to see if the problem is a bad ground at the ECM. Anything other than a low resistance when the ECM signal is present may be an issue with the ECM ground.
