Faster...more accurate. Very hard to get the engine up to temperature & then keep it at an even temperature while you try to adjust them while not running & turning the engine over by hand.
Either will work...running is faster. Once you have all the malarkey out of the way, you can adjust all 12 valves in 5 minutes with it running.
