i don't know everything about valve adjustment but at the tolerances being discussed and the mileage a flathead will travel in a hobby truck, a properly done hot but stopped or cold valve adjustment is likely enough. a little loose is better than tight.... i really think its a case of splitting hairs. i doubt my 230 military crate rebuild was run in or had its valves hot set at the depot. you cant hear it running, it performs to spec, and that's enough for me. its likely overkill to get a perfect valve adjustment on engine that hasn't had all of the rotating assemblies balanced. do your level best to do a good adjustment and drive.....
