My searching of the web did turn up an oufit called Industrialelectronics.com . One guy had a welder board repaired for $45. It sounded like they do all kinds of boards.
My own experience is that it usualy is something simple. like a triac or capacitor that you can see where the smoke leaked out. So, most boards ought to be fixable, cheaper than new. Vs $800 for a new board.
On the other hand, I've already spent a small piece of windfall on a Millermatic 35. 30 years old, Looks like new. All copper inside, NO electronics beside diodes that I can buy at Radio Shack. Change polarity and power by moving external jumpers into various holes. So an old Econotig with air-gap hi freq seems like a good idea...
