Locking a front hub lock nut

FINALLY, got to do the brakes on the 53 B3. Only took three years to do it.

Anyway, When I took the hubs off, I saw that there was NO lock washers with tabs to fold over the second lock nut. ALSO, The exploded view in the parts manual does not show a lock washer with tabs.

So, how does the lock nut stay put with the system that is in the exploded view which consists of, a lock nut(with a dimple), a perferated thrust washer to fit that dimple, and then a second lock washer that is not secured.

I will either make a lock washer or get one from VPW.
