Strange lock rings..?????

These are mounted on the standard 6.5 budd rims (900-16) all date coded to 1948. The truck has 5.83 gears. They appear to be 2 piece lock rings. At first, I thought they were the narrow lock rings for the 5.5 budd wheel but they are not.
They are original to the truck from the original owner. I have never seen this type on a Power-Wagon. More pictures at:
