I'm not doubting that the holes are conical. I'm just not so sure it's to add any strength. Neither my old AISC steel manual, nor my 1940's-vintage copy of Kent's Mechanical Engineer's Handbook, which are the bibles of such things and devote lots of pages to riveted joints, say anything about using tapered holes. Presumably if tapered holes were better for truck frames, they'd also be better for steam boilers and railroad bridges.
