You might want to check your local zoning regs. Usually unregistered vehicle ordinance is at the town level, whereas operating an unregistered vehicle is a state reg. Junkyard usually refers to running a business. Some towns don't have an unregistered vehicle ordinance. I did a stint on the local planning board, and we had to deal with junk like this all the time.
If the weenie is transplanted from Boston, just tell him you are working on an art exhibit, he'll might offer to come and help.
