That made me laugh!
My understanding is that the state has a statuate that allows 3 unregistered OR uninspected vehicles. Towns can pass their own regs and deal with them on their own. Several towns around here have done that and really cracked down on it. Monkton is generally a pretty quiet place where unless you are really out of control they leave you alone. But, things change.
