Hi John,
I have several of those, I have been told that they are electric trailer brake controllers. I have scrapped out 3 Power Wagons from Niagara Mohawk, an Upstate New York power company. All 3 of them have had them. Pretty cool vintage accessory, but I will stick with my Teconsha Prodigy!
