Winch ??

I just picked up a winch that has two shafts sticking out past the edges of the bumper. This is on the main shaft that the winch drum rides on and I was wondering if anyone knew what they might have been for? I have pictures of the set up but don't know how to upload them. I figure this is the best place to get answers.
