If your id plate is painted or silk screened numbers, its going to be tricky to clean the rust and not remove the numbers. If the numbers are stamped, I probably would shoot some PB Blaster or the like to see if that will break up some of the rust, then steel wool. Maybe someone else has a slicker idea ?
