Marty, unless things changed from when I 1st got my CDL, if ya don't haul commercially, ya don't need a CDL. As long as the truck don't make any money was the deal. Now it has been a while & laws do change, but the CDL is under the Fed, administered by the states.
The way it was explained to me (from the DMV folk) is if ya drive a rig for a company, & your only haulin company stuff from point A to point B, ya don't need that CDL either.
The states are not allowed to change them laws either as uniformity was the whole reason for the CDL's. The laws are supposed to be the same in all 50 states too.
