O.T. Ebay charging sales tax?

Has anybody encountered this before? I just bought an item via ebay from some guy in California and went to pay for it via paypal. It's trying to charge me Idaho sales tax on the purchase. Surely the seller can't be expected to remit sales tax to all the various state tax commissions. I've never seen this before either as a buyer or a seller. Is ebay/paypal actually collecting the tax and remitting it to the states now? This is very strange.
