Generally, if the seller has a location in your state, they have to charge tax even though you are buying it form a location in a different state. But I don't think that eBay is considered the seller. But that may be up to the individual state. In state, an auctioneer is considered the retailer. But eBay is in California, not Utah, Idaho....
