E-bays rules are that you can not charge extra for PayPal fees. Some sellers increase their shipping/handling to cover the PayPal fees, but that only works if your fees are $1 or so. I would be hard pressed to add the $18 PayPal fee to my shipping for some of the higher dollar items I sell. I just have to eat the fees.
Tell the seller it is against the rules, and to correct your invoice. They are in the wrong, and you can report them to E-bay for incorrectly charging sales tax, as well as trying to charge for PayPal fees.
