Bolts that are broken off flush with the surface, or pretty closely, can usually be extracted by using a stick welding machine, with some 7018, or better yet Brutus bolt extraction rod(we use a lot of this for pulling 3/4" wheel studs out of the hubs on our chip pushers at work, it is made by Rockmount) If the threads are already ruined from trying to extract the bolt, you can either, fill them in (with weld) and redrill,(preferabley on a milling machine or a really good drill press) or drill out and thread for a Heli-coil thread insert. Both methods work very well. If you don't have access to a welder, you might be better off taking it to a qualified machinist, at least to extract the bolts, then while you have it there, ask them about fixing the other holes that the threads are dinged-up on, they may have other better ideas from clearly seeing the situation.
