Although cougars are much stronger than a deer, they are also smaller and have much weaker bones. They are a lightweight and agile cat, unlike the deer which can easily outweigh a cougar by 100lbs or more. If I had LOS with a 22 mag, that cat would be a rug.
If you need two shots with a 30-06, you are not shooting correctly. Unless of course the first one missed, and the second one dropped it instantly. Then bravo.
