Seatbelt question

I'm no where near this point yet, but I thought I'd ask since there is such a media blitz on tv about it. Sam you might know more about this.

I realize that what came with a vehicle when is was new is all thats required. But with the crack down on seatbelt usage in Ca, can you actually be cited for not having seatbelts in a PW? Has anyone installed seat belts in thier PW? I have been thinking of putting the standard 3 point belt in mine like all cars have. How hard is this to do? Like I said I am no where near this part of my project, just curious.
