The wire diagram is US Army, M-37, TM-9-8030

To answer your questions;
1. The horn is controled by a circuit breaker. However the electrical data only lists the breaker as 24 volts Auto Reset. No Value (amps) is given.

2. The Horn is powered thru the ignition switch

The wire diagram in the picture is the most complete shown in the Techanical Manual. A lot of the horn circuit is missing ??
