Ebay help

I recently won an auction on Ebay. I promply sent payment and the seller sent the goods parcel post. Well...........I never recieved the goods. The seller who is a 100% positive rating claims it was sent and I'm inclined to believe him. What recourse do I have with the US Postal service. And no I don't think he insured it. Any suggestion would be appreciated. Thanks.
