The item has to be missing for more then 60 days I think, but if you give them a description of the package, a description of the contents (a picture helps), the shipping address, and the return address, sometimes they can find it in some corner with the label torn off or something.
I have done this a couple times with mixed results.
I have had more problems with people giving me incorrect addresses. In one case it took almost two months for an item to go to CA and then back to me when the buyer gave me the wrong street number to put on the package.
If this is a reliable seller I would ask them to refund your money if you paid through PayPal, and if the item arrives then you can just pay them again. A chargeback is mean in my opinion, and should only be reserved for sellers who do not respond.
If you want the item, wait a while, it might show up. Once the 60 days (it may be 30 days, I forget) are up then you can have the seller have the post office search for it, they may get lucky and find it.
I ship well over 100 boxes a month via the post office and I have had two go missing in the last 12 months, both in September of last year.
