OBD II & OBD III Scanners will check?

Are those scanners realy good enought to check for problems like Transmission Sencors or do you need the $7,000.00 one to get deep into the black hole of the electronic sencors. I saw OBD II for around $75.00 new supposed to be for the 98 Dodge but what do the realy check is it just engine codes? Mark H.
