You're on the right track. Dodge frames were heat treated, just welding on them may make a strong weld, but it tends to create a fracture zone adjacent to the weld where the temper has been disturbed. The weld will hold but the frame material cracks adjacent to the weld. If you remember the streched PW from Hollister (shown above) the frame was factory streched with some beautiful welds, but the inner liner of the double walled frame extends about a foot past the splice on each side and is bolted into place as a safety measure. The Dodge FSM calls for angled splices as you indicated, actually a "Z" type of splice.
