Brake adjustment on MU2R

I have forgotten where I read how to adjust the drum brake on my winch. When winching the tension will hold just fine when you throw the clutch in. It's only after I have rolled the cable back in and disengaged the dogs the drum won't hold the cable tight and wants to let off a little. The drum is painted black, is that keeping the brake from holding it? Or am I adjusting the wrong brake? Appreciate anyone setting me straight.
