The MU-2 has a internal safety brake on the leading end of the worm shaft under the square end cap. The brake band is fastened tight on one end with an adjustable nut on the other. You turn that adjustable nut.
However when the dog is not engaged, the drum spins on the shaft freely. The handle that disengages the dog has a brake pad on it. You push the handle against the drum and that retards its movement.
See item "MU-2 Winch Clutch Fork Assembly" VPW #19-41Y. This is the hand assembly that works by physically pushing it against the drum.
