I always left the dogs engaged. There is little tension on the gears once the pto is shifted into neutral. Only problem is if you accendently shift the pto into the take up position things can get bent. The brake pad on the declutch handle I thought was used to stop the spool from free wheeling when you are pulling the cable out.
