brake help

i have problems with the brakes siezing on my 1946 WDX
I have tryed everything to solve this problem but it came back today as i was brnging to the ranch 3 tons of hay---had to crack open the brake line to get it to move and i was out in the country where there was no help and all i had was a leathermans to do it---
i thoght ihad it solved but i guess not---advice is welcome
