In the front end of the MC there is a check valve assy, a small disc with a rubber diaphragm, it may be partially plugged or is installed backwards...check it! It is designed to hold fliud in the MC untill brakes are actuated then fliud is forced through it, it allows full return flow. If it is in backasward, it allows brake actuation but will restrict return flow. Good luck!
