No, check valve holds fluid pressure IN to cylinders

The purpose of the "Residual Check Valve" is to hold pressure in the wheel cyls, thereby preventing air from being sucked in when the pedal is raised. Only good for a couple pounds of pressure- however much the big return spring pushes on the check valve.

Drilling out the return hole may make it harder to 'pump up' the brakes, since the fluid can flow back through the bigger hole faster then you can pump. Try backing off the push rod, then test, maybe no prob?
