most of the questions you asked can only be answered (correctly) by the DMV in the state where the trucks are registered or by a lawyer in that state.
I do not know why everyone is against the DMV
my 52 had no title I contacted the DMV office and they sent me detailed instructions on the proceedures to get the title - did them - have a clean title - done deal
you should instruct these individuals to contact the dmv office (ask to speak to a supervisor) explain in detail what they have and get the CORRECT LEGAL information on how to resolve their problem.
I would imagine that vehicle title fraud is a felony in most if not all states
