I have taken out many stuck screws. And I can never get the drill directly in the center. I just keep increasing the drill size until it just breaks thru I part of the bolt. Then you can use some small pointed tools to push between the thin remaining piece of the bolt and the threaded hole. It can loosen the remaining bolt so you can turn it out. Even If you have drilled into one edge of the threads, they can be cleaned up. If the treads are really damaged, a helicoil can be installed. The one that you are repairing looks like on the floorboard. I forgot their name but Vintage Power Wagons sells them. I replaced a couple that were missing. Your can be fixed.
