With Power Wagons becoming more valuable, and undiscovered ones more scarce, one can become more desperate to buy.
Almost anything can be accomplished, and often it depends on the individual behind the counter at the DMV, if they are having a good or a bad day, or if they haven't come to learn that they are there to serve not to cause problems. Our DMV used to consist of 4 people, 2 of which were at the counter. One was helpful, the other seemed to enjoy making it harder.
