The hi low shifter is not linked or controlled by the in out of 4th shifter. It is somewhat as it is blocked by the in/out in 2wd. Each rod is adjustable and can be adjusted so it doesn’t hit the floor. Your following questing the jack shaft rubbing the frame leads me to believe your cab has settled and moved as the rubber mounts have deteriorated. There is no frame near the jack shaft that runs between the transmission and transfer case. However, the bottom of the cab is close to the jack shaft and could well rub. Your floor interference with the shifter also suggest that your cab has moved.

It’s time to check your cab mounts and cab position. Do your brake and clutch peddles also rub the floor. Also check to see if your cab rubs the frame along the outer edges of cab on the floorboards. Remove the side floorboards and check along the top of the frame along each side.

Let us know what you find. New rubber mounts are available. This is a very common issue.
