eBay sale issues

I have bought many things on eBay with minimal issues. I have sold a small number of items. Now I am having an issue with selling on eBay, where the buyer has arranged shipping.

I am selling a spare modern vehicle driveline part and in the listing I clearly state that shipping must be arranged and paid for by the buyer (not an unusual thing on heavier/bigger eBay items). I also stated there can be local pickup.

I also stated that as a courtesy if the person wanted to ship via Fastenal I would drop the item off on a pallet at one their locations.

The buyer cannot complete the transaction on their website because eBay wants a shipping cost $ number it seems. Appeals to their "helpline" gets both of us nowhere; the reps won't deviate from the "script".

I asked for a manager and they would not connect me, telling me to go through the buyer. The buyer was not been able to talk to a manager, but supposedly one "may" call him back.

eBay states in their selling agreement that they calculate the total % cost to the seller based on a sum of the items, any taxes, handling, and shipping, etc.

Anything other than local pickup seems to trigger a situation where the transaction can not be completed. But I am not sure.

This is my assessment of the situation. We have not yet received an answer to our question that since the buyer has arranged shipping on his own outside of eBay, they should not be an impediment to letting the sale go through.

I guess I need to have the buyer send me the shipping quote money and then I will have to pay this to Fastenal, but of course then this amount enters into my fee % charged.

I know I can cancel the ad and then later try to arrange something with the buyer, but has anyone else had this scenario play out for them involving eBay?
