More Starter Woes

For some reason the pinon gear is binding on the flywheel on my 230 in my 1960 WM00. I dont see any way I can shim the starter away from flywheel. I checked and have the correct starter pinon gear that matches the 146 tooth flywheel. The starter is from VPW. The engine spins free with the starter installed but once the pinon gear engages it binds the engine.

What am I missing here? any suggestions?
