My first advice is to prove to yourself the starter drive is the right one. Trust, but verify.

If you are sure its right, closely inspect the teeth on the flywheel ring gear. Many times, the teeth are a little “smeared” on the front on the ring gear, the side facing the starter. Look for a ridge of sorts that formed in between the teeth of the flywheel ring gear. If you find it exists, it sort of pinches the starter drive when it fully engages, then wont release (retract) to disengage after you turn off the starter. This is probably more common on the foot engaged starter than the electric engaged style starter.

Make sure you check the entire diameter of the ring gear thru the starter hole. Many engines like to stop in the same place every time, thus the starter will always engage in the same spot.

You could use a file to clean up the teeth, if you find problems, but it will be time consuming. Still better than removing the flywheel tho——-
