That looks like they got a little too close.
There used to be a chain of car painting companies in Calif. called Earl Scheib. Back in the 50s, they painted a car for $29.95. Basically they ran the car through a car wash and then sprayed paint on it. No sanding and only slightly adequate masking of the glass and lights. I think they were all over the country and may still be in business.
