Last time I checked the purpose of the oil ring was to remove oil from the cylinder wall not lubricate it. In some cases the oil would spray on the piston pin as it was scraped off the wall. The reason for the three pice rim is that it would not hydroplane on the oil on the cylinder wall and instead scrape it off. The wavy part helps provide pressure to the two thin rings and have a place for oil to go.
I can see a case for running the 3 piece ring in either position 3 or 4 but the ring groove with the most openings behind it strikes me as the place the 3 piece ring would go. That oil needs a place to go and one with little resistance.
Who know what the original engineers where thinking.
A bit like beveled, square and stepped top rings..... it changes from year to year and manufacture... I just went with the directions....thinking or reasoning it out just hurt my brain :)
