You may have a missmatched carb and air cleaner. Some Power Wagon carbs used an air cleaner that bowl and filter element (cover) all clamped down to the carb with one wing nut like mentioned by Keith below. Some clamped around a shoulder at the top of the carb with a draw bolt. It sounds like you may have a wrong carb or a wrong air cleaner. Pictures would help.
