Wow. I have built over 100 houses here in northern Idaho (both low and high end budgets) and, except for those with full or partial basements, never have we done a concrete slab over the crawl area. We always covered the ground with at least 4 mil plastic sheeting, and always insulated the inside of the foundation and between the floor joists.
Not saying it isn't a good idea, but it's just strange how different building practices are from one area to another. At least you probably don't get a lot of weeds growing down there either. :)
