i would never build a house without one. I have had to do repairs on houses with out the concrete as a floor in the crawl space and the cost of repairs exceeds the cost of the concrete. Damp, mold and rats seem to be a big issue up this way. Real glad I had mine skim coated with 2.5 inches of concrete - easy to keep clean, dry, and rat free too.
