Technically you need a license to operate steam above 1 ATM or about 15 psi. Also any power piping above 15 psi would be subject to asme b31. I can't recall any exception under a certain size but there may well be something for boilers under a certain hp. For hobby I don't have a clue who would enforce any regulation but just be aware that there are regulations for boilers and they were made for a reason higher pressure steam is hotter and more dangerous.

On a side note I recently had about a dozen old steam cars drive past my house. It looked like some sort of road rally and was very cool to watch. They were very quiet and everyone blew the steam whistle for my son as they passed. I figure all these cars operate above 15 psi and I doubt the driver's all had full operators license. Wonder if there is some sort of hobby license?
