The right bushing will be within spec when it is not installed. Installing it in the axle will not decease the ID. Are you sure you are measuring it correctly? Two thousands off is not much. If it does not meet OEM spec, I might suggest having somebody else check it, and if is is still off, send it back.
I was prepared for a battle to pull my bushings out. I borrowed the right Snap On bushing puller (slide hammer type) got all excited, but then they practically fell out. The OD was way too small, and the ID was way to big.
I hope you are paying as much attention to the axle shafts as you are the bushing. If it is pitted where the seal rides or worn where it meets the bushing you will run into other issues. Obsessing over 0.002" is sort of a moot point then....
